compounds the issue is that their selection process is highly flawed.
The "nobody got fired for hiring Accenture" line still seems quite
common, and very often companies of this nature simply aren't competent
enough to execute the project properly, Open Source or not.
Government contracts in particular are a notoriously closed shop. It
makes it very difficult for bad development houses to be supplanted as
the red tape in doing so is often complicated. This means that the
problem only gets worse because such people get complacent. Some
insiders I've spoken to have told me about companies who they are
itching to remove from projects because of the exorbitant prices they're
charging and the poor quality of what they deliver, but have been unable
to find ways of getting companies like us in to provide an alternative
quote... or even do the work for free!
