That was much longer than 3 seconds. Even being generous and counting once you see the XP logo on screen it's well over 13 seconds to get to a desktop.
"Booting" in under 3 seconds means disk/cpu inactivity with everything loaded. Not seeing a pretty screen counting to 3 then getting "Welcome"...and still having to wait for a desktop to load up. - 4degrees, on 11/11/2008, -0/+11same thing we do every boot, try to take over the world!

The same goes with the 5 second booting thing. (This is 3 second resuming. NOT booting.) Although, these features may be something Ubuntu has been developing on their own too.
