Dell mini9 cheaper with WIndows

ubuntuforums.org — I hope dell can explain this, if you configure a Mini 9 with 1 GB of ram, 16 GB SSD, 0.3 Megapixels webcam, the one with Windows is cheaper, this means Dell is charging more for a free operating system or Microsoft is covering the XP License and something else which I don't see likely.
