Not to reduce the value of the original article by any amount.
I would only add the side note that different distros would start different number of services (by default), so even when the author made a seemingly similar (default) installation of the tested distros, there is potentially significant differences in the number of installed and running services initialized during the boot process.
The article is valid an accurate, but needs to be taken with my above note into consideration as a possible influence to the end results. Naturally, since he is testing the default installation, his results are correct in the context presented. - weizbox, on 10/10/2007, -0/+3exactly... I know I tweak my kernel and initng for a faster boot time, and it shows :)
