This is simply waste management. The government has a responsibility to ensure that the waste he's collecting and rebuilding doesn't cause any sort of local environmental problems.

/sarcasm - irieKEN, on 10/10/2007, -1/+11Sigh... Here we go again. The government is not against what he is doing; they are citing him for storing the computers while operating under a RECYCLER'S license. The law is made to keep DUMPS from being able to claim that they are recycling.
If the ACCRC gets relicensed as a non-profit organization, like Salvation Army, all will be well again.
The good thing about all this is the nice publicity that they are getting the good publicity from the digg/slashdot/reddit/et al communities. Congress invents new agencies on both the state and federal levels as an excuse to spend money: this might sound exxagerated or dramatic, but it's true. Most corruption and limitation of freedom starts on the economic level.
