1) Free software users prefer open licenses and dislike activation and other methods that get in the way
They have so much choice in what software they use and are so accustomed to being treated nicely by the software distributor that they just don't accept bowing down to a software distributor.
2) Free software users want easy updates and upgrades
They have enjoyed frequent and relatively fast updates to their free software programs and like it that way.
3) Free software users expect to work the way they choose
They have so much choice that they even can choose not to have much choice like Ubuntu with their default install.
4) Free software users want control of their own systems
They don't like being nagged and they don't like being told what to do.
5) Free software users learn things
They try to solve problems by finding out what the problem is.Not by updating everything in the system and hope it works.
6) Free software users know where to find help
They know where the wiki's, forums, irc channels, mailing lists and man pages are and they know how to use it. They even know that traditional tech-support is useless for real problems.
7) Free software users don't fear the command line
Because they learn they also learn how to do things in multiple ways like the GUI and the command line.
8) Free software users learn software categories, not programs
They are not locked into a single program for anything.
9) Free software users like being involved with their favorite programs
They usually can contact the developers directly and if they can't they often can find someone else willing to help them fix the program.
Conclusion
Because of the way free software works and because of the freedoms the free software licenses provides this is all unlikely to change. Don't confuse configurability with constant tweaking, even on the desktop side of things it is no different than what is available on windows ( stardock, skinning in general) except that you don't have to pay someone else to do it ( beside free skins anyways).
If you are talking about Xwindows i have been using the same config file for a long time... on different distributions even. it works on fedora, debian, ubuntu... only had to change it twice.
