This is a ***** pro prohibition article and is a bunch of *****. The high drinking age IMO increases binge drinking (if you can't casually drink as a freshman in college you learn to binge when you can get it), and it thinks increasing taxes, lowering availability will do anything more than piss people off. I wouldn't count 5 as anywhere near "a lot" over an evening, but I could see how 10 could get someone seriously drunk.
