Big fish will hang out around coral reefs waiting for smaller fish to eat their dead skin, parasites, etc. This seems like a very clever way to capitalize on that instinct in the little fish.
That said, I still think it would be an unpleasantly weird sensation. We have hands and arms that allow us to do it ourselves. - inactive, on 10/10/2007, -0/+8Seriously though, that has to be some pretty nasty water. A public spa that isn't properly sanitized a couple of times a day can get some pretty nasty organisms living in it. Hot water + people sweating = a petri dish for micro organisms. People get sick all the time from poorly sanitized spas. Most mistake the symptons for food poisoning. Now I can't imagine this water could be sanitized at all since it would kill the fish.

You'd want to keep the ozone-laden water away from the fish until it dissipates though:
