Unless the child is being physically abused, sexual molested, or simply ignored... the child is undoubtedly better off with the parents then in some government bureaucracy. Since these children have parents who overfeed them, Its safe to believe the parents care about them and are willing to over-indulge them (even to excessive levels). It is also to safe to say once these children turn 9-10, they will understand healthy eating habits and the importance of exercise, and they can make a choice for themselves. Separating children from caring parents and suddenly disturbing their life will only lead to anxiety and depression... which could worsen bad eating habits.

In such cases, the parents have a duty to do something about it, and if they aren't doing anything, then yes, I would consider it neglect.

Now, all they're saying is that severely obsese kids are being neglected/abused just as much as an undernourished or abanoned kid and so should be dealt with in a similar manner. I don't know about the USA but in the UK this is considered good practice and happens all the time, although always as a last resort.

Children take on the habits of their parents, and if the parents are overweight and make poor eating choices, so will the children.
