The last line starting with "I bought ..." should never have been uttered by John Doe. The correct response to such a question is always a polite, "Why do you need to know that, Officer?" or "Am I free to go?" or some variant of the same. If John Doe is a US citizen, he has the right under the Fifth Amendment not to incriminate himself in any way. And no US citizen has any duty to answer every question asked of them by a police officer.

Here in Maryland we've got a medical marijuana law that states if you're arrested with marijuana and prove to the court you're using it for medical reasons you only get a $100 fine which ends up doing very little for medical users. You're still going to get arrested and have to spend time and money defending yourself if you're caught. To make matters worse this only applies to simple possession; purchasing and/or growing it is still illegal and carries harsh penalties. (I.E. 1+ year in jail and depending on the circumstances the police can take your car, possessions, etc.) The law makes no sense whatsoever. So they agree it has medicinal values yet tax you anyway and you better not purchase or grow it. (It's even illegal to give it as a gift here!) So if you can't grow it, purchase it, nor receive it as a gift how exactly are you supposed to get your medication?

There are a number of ailments that are simply unpleasant and uncomfortable which can be alleviated by consuming THC. It is a completely natural plant that has been used medicinally for thousands of years and to tell someone "You are not in enough pain to justify relief" is just presumptuous.

legalization for personal use makes far fore sense. posession and small personal grows. commercial hemp should also be legalized as a natural resource for production, but if someone is caught large scale growing high THC content for profit, bust em. if a person is driving a car with eyes lit up like rudolph's nose, bust em. large quantity or divided into bags for sale, bust em.
"medicinal marijuanna" is keeping doctors, the state, and big pharma in the picture. one thing that is happening positive from it, is establishing guidelines that are similar to what they should be for anyone. During WW2 the USDA made a short film "Hemp for Victory" that was all about commercial growth of industrial hemp for the war effort, and some of the many things that can be made from hemp. we are now engaged in an economic war, production is a need.
large outdoor grows for medicinal purposes or profit would naturally diminish with the commercial ditchweed pollenating the higher grade hybridized marijuanna, the "problem" almost takes care of itself. property owners could get permits to grow commercial hemp for sale by the ton for income, which would probably generate a lot more revenue than issuing these medicinal permits.
