They will do what they have always done, make excuses and improperly use the federal government to dictate to the population how things are going to be.
As for a real excuse though, our obligation to implement the restrictions of the Single Convention on Narcotic drugs treaty is good enough. We implemented those restrictions with the 1970 controlled substances act, which is why we have the laws at the federal level that we have right now.

A good start might be explaining why Democrat & Harvard Law Professor Lawrence Tribe's wrong about the 2nd amendment being an individual right that's situated squarely in the "individual rights go here" section of the Bill of Rights, no matter how many times Democrats get dishonest about a "collective" right.
In fact, for proof of what Ryland said from a conservative, see the excellent dissent in Raisch by Justice Thomas. (It's easy to read, the majority's just about incoherent, and there's a reason for that!) BTW, that left wing horse's ass Joe Biden REALLY hated Justice Thomas even before Anita Hill emerged from the Long Dong Silvery shadows. Reading Raisch, you'll see why. Thomas intellectually kicks ass on the rest of the Supremes in that case. It's not even close, and he's brutal. The feds still control drug policy, and whatever they say overrides anything the states want to implement. I'm surprised that a state that is as conservative as Ohio is (even though it went for Obama this year and is bullish on Democrats as a whole, it prefers socially conservative dems like Strickland our governor) is even considering it... that's a good sign!
