There appears to be no claim that this leaflet has been given to children. The repeated claim that it is encouraging under-age sex seems to be based on the conservative stand point that any knowledge of sex (and certainly any suggestion that it isn't evil) automatically leads to having sex.
There is also the underhand assertion that sex education efforts increased the level of under-age pregnancy in those who took part when the evidence given does not suggest that at all; the girls taking part in this scheme were deemed to be at "higher risk" of teen pregnancy than other girls. This was why the scheme targeted them. Unsurprisingly, telling teenagers not to have sex didn't totally work. For this to be in any way a relevant statistic we would need to know predicted levels of teen pregnancy among these girls before they participated. This, unsurprisingly is not given as that might get in the way of the Daily Mail's anti-everything-that's-changed-since-1945 agenda. All we have here is evidence that girls from disadvantaged backgrounds are more likely to fall pregnant than those who are not.
I look forward to the follow-up story about how these girls did it deliberately to sponge off the state benefit system...

Although, they really should be promoting masturbation instead of sex, especially to younger girls. Once people learn their bodies, realize what they can provide for themselves, and what pleases them - they are better able to do it without feeling pressure from another kid to get the same enjoyment.
For someone who doesn't know their own body, what emotions they feel and what sensations they can have - the first time you start fooling around can be very overwhelming, and very easy to simply 'give in' to the moment leading to more risky and promsicious behavior. If teens know what these things feel like / how to get there themselfs, then they will be less likely to give it up to the first boy who makes them feel that way.

I am really surprised and sure that the ultra right wing douches are going to complain, but masturbation is healthy for kids - in the US we had a surgeon general once who came out and said so (Dr. Jocelyn Elders) and lost her position because of it - and that was in the Clinton years.
It's disgusting when the state tries to legislate or otherwise impose it's ***** subjective views on morality and sexual health - and when they start trying to deal with teen pregnancy and STDs people die and suffer - because they are more interested in the fear based political fallout from telling the truth than they are about protecting people's health. Abstinence based sex education is a perfect example - they'd rather have kids be ignorant about sex and drugs than to tell the truth - they prefer kids getting pregnant or getting HIV or overdosing rather than admitting that sex and drugs are part of life and here is the right way to protect yourself if you're going to do it...
And now that these abstinence programs have been full swing in many areas in the US, guess what? The teen pregnancies and STD transmission rates have gone way, way up in those areas.....big surprise. -
