That is more than negligence. In my opinion she knew darn well they man was in danger of permanent damage. Otherwise, not only was she negligent, but also incompetent.

Left untreated, this can cause permanent damage, including permanent sexual dysfunction. This can occur after only 12 hours. The attending physician should have been notified immediately and the patient should have been admitted. The treatment for ischemic priapism (blood flows into the penis but doesn't flow out) is therapeutic aspiration where a needle is inserted into the side of the penis and blood is drawn directly from the corpora cavernosa.

California's prison medical care system is so screwed up that they actually had to put it in the hands of the federal government. I thank the heavens that I never got seriously ill while I was there. You get sick in prison in this state, and you die.
