Harlingen picking up pieces after Dolly

valleymorningstar.com — Residents and city workers were out on the streets in force on Friday, picking up the pieces left behind by Hurricane Dolly.Heavy traffic crowded main drags like Tyler and Harrison where some traffic signals were working, some were flashing red, and others were still without power.
