If you're close enough to a zombie that you can chop off its arm, then you're close enough that you can chop off its head. If you're close enough to do that, then that means it's close enough to bite you, which means you should probably go for the head, or else it's going to bite you. Either you are lying or infected and about to turn. We cannot risk you lying about the former, so we are forced to assume you are going to become a flesh-eating monster and must be destroyed.
