Something that people don't realise is that peers (especially parents) even in non-sexual relations teach sexual behaviour. Compliment a child on attractiveness. Kiss them in moments of affection. Be seen naked. Be heard discussing sexual matters. Snuggling up in bed. And a thousand other behaviours help define a child's sexuallity. Humans instinctively prime their young to be sexual beings.
Paedophiles are nasty selfish people that abuse the power they have as a peer. But I believe actually identifying abuse is difficult because there is overlap between healthy sexuallity exchanges and predatory victimisation. It's where appropriate/inappropriate behaviour comes in. An adult observing may wonder what a kiss (for example) was. A child on the otherhand, has no chance of a clue.
