I read something on ergonomics once that said adjusting the top the monitor so it's at eye-level or lower is a more natural for the eyes and gives less eye/ neck strain. Either position the monitor lower or raise your chair to do this.
As far as dry eyes, short of instilling medication like Restasis eyedrops or normal artificial tears constantly, I usually counsel people to drink more water and take a couple Omega-3 capsules daily. It takes around 4-6 weeks for the benefits of the fish oil to kick in, though - it's not immediate. I've tried it myself and it's a noticeable difference. If I remember correctly, keeping them in the fridge prolongs the life of the omega-3.

I've been also practicing the Bates Method since 6 years and it do work; although it is long to get back to normal vision if you have very low vision. It has also the problem of being difficult to explain in writing, and some of the original Bates writing may seems nuts or nonsensical. Nevertheless, it all fits and makes sense in the end.
My vision, as tested at work, has gone in the two last years from 7/10, 2/10 to 8/10, 6/10. My wife has gone in one year from 8/10 overall to 12/10.
