This is my site/service actually. Feel free to ask in here in case of any questions/comments about it. I am trying to make video card swapping easier and faster. No need to pay a retail price! 2. Basically this is the first stage of the project enhances and simplifies the forums trading.
In order to minimize the chances of a scam, deal only with people who have an established heatware feedback, or ebay feedback, or our internal feedback. Check those references too.
3. To answer your question, if you used an electronic form of payment such us Paypal, you can still get your money back by reporting the scam to Paypal. In the extreme case like yours they will not have issues refunding your money, it may just take few days/weeks.
4. We will also help our users to get assistance from trollhunters. It is a small organization of volunteers that track down the Internet scammers. Once the identity of the offender is found, his real first name and last name gets plastered on this list:

and frequently prosecuted.
5. Any user that does not comply with our standards will get promptly removed from the system.
6. It is just an initial version of the service. As it goes on and becomes more popular, you will see other safety precautions being implemented.
