1) This is a declassified video.
2) It is six years old.
We saw the Black-bird super-sonic airplane about 20 years after it was state-of-the-art and everyone knew about it.
I'm guessing that either, they just want to show off for the military -- meaning that the dog-bot was state of the art, or more likely, they have a robot about 26 years more advanced than this.
