In studies of the rate of fire on neurons, some muscle reactions (hot, pain sensory) could not happen if the signals had to go *all the way* to the brain and back. The spine is actually interpreting these things on a minute scale.
The study of consciousness is also not new as they say in the article. Scientists have been trying to determine which animals posess a consciousness for a long time, using cues like eye contact, sense of self, and mirror games.
