That was always my issue with them, it never bothered me that it took an hour or two to charge. I'd much prefer ultra-capacitors, they charge quite quickly, and are good for 500k cycles, and as a bonus, you can actually buy products with them right now (granted, I'm only aware of 2 at this point in time):

Ok...but a reduced recharge rate affects your entire line of weaponry. In other words, when you do eventually get access to electricity you can stock pile large amounts of magazines that can be recharged rapidly and easily. If anything, these could be weapons used to defend urban areas where access to electricity may be more abundant.
There's also no reason that a mobile generator could not be constructed to bring to an area just behind the front lines. This would be especially useful if the recharge rate is indeed only seconds.
