Even it progress is slow, it's better to actually confirm certain standings, than assume you're right and miss out on potential breakthroughs.

For instance, it was common sense that the speed of a beam of light relative to an observer would depend on the observer's motion relative to that beam of light. Einstein flipped science on its head when he demonstrated that no, this fairly simply and obvious assumption was completely wrong.

Yea. It is usually caused by brain damage but recently they have also discovered that it can be passed through genes. In a worst case scenario some people are unable to recognize there own face. Government might play an effective role in some coordination. Look how much confusion resulted from our chaitable efforts with the 911 crimes and the Katrina disaster. We the public had trouble sorting out all the insurance, private donations, foundation donations, law suits and so on that a government charity bureau might have helped with.
