Lactose intolerance, even to this day, occurs in many cultures after they stop breast feeding. That doesn't mean they can't be fed breast milk while they are infants. Important sections of DNA they have mapped in that 63% is what they are comparing. Do they have the genetic code to develop a Hyoid bone in the same place as ours? (Allowing them to articulate speech beyond grunts) Things like that.

Lactose Intolerance is more common in Asian and African people than Europeans, it does not mean one is more or less related to a Neanderthal because of that particular gene. I drink almost a liter of milk a day!
What they are trying to convey in this article is that by having a blueprint now they can contrast with Humans and Chimpanzees (Knowing full well what Chimps are capable of, some more than others. Take Bonobos for instance versus Gorillas) to see what changes the species went through.
It's having a reference point, nothing more. We -know- Neanderthals were physically quite different from modern humans, some hominid species that looked similar to humans varied in ways such as having a grip that could turn a human hand into pulp with a handshake, or the opposite - tiny stretched out skulls with minimal cranial capacity yet were bipedal.
Some could talk, some couldn't. Some could control fire - some could only make use of tools instead.
By looking at areas of the genome in a Chimpanzee, a Human and a Neanderthal we notice which parts the Neanderthal shared with us that Chimpanzees did not. That's where they are getting their numbers from.
Modern humans are no open-and-shut case either. They might as well have announced that Neanderthals didn't drive Hondas, it would be about as surprising.
