The Lenin Stadium was probably the place where the boycott was noticed the most. No Americans or West Germans, but there were still six world records. There was a lot a talk about how the Russians cheated. It was said that the gates to the stadium were opened whenever it was time for one of the Russian javelin throwers, that the officials in the pole vault could be recognized as Russian coaches and that legitimate jumps were ruled out in the triple jump. But a lot of what was said had been brought up as a result of the politics surrounding the Games.

Although approximately half of the 24 countries which boycotted the 1976 Summer Olympics participated in these, the Games were disrupted by another, even larger, boycott led by the United States followed by 64 other countries in protest at the 1979 Soviet Invasion of Afghanistan. In a digression, I read Tom Bearden's website (http://www.cheniere.org/index2.html) and interestingly (probably due to the closed nature of our weather systems), he states exactly that via scalar electromagnetic interferometry. The theory is you take "weather" from one place and put it in another via the manipulation of scalar electromagnetic waves. His website isn't at all easy to navigate and is a bit of an eyesore, but after reading it I had a few burning questions about weather engineering. He sounds... well... kinda crazy but I live in the part of Australia where these "energy weapon tests" were allegedly done and felt I should know more about it or the theory behind it. Coincidentally, from around that time, we've had the driest winters on record. This is an estimate of the power usage of the HAARP and other similar facilities, which is an unimaginable amount of power.
"We anticipate that four of the diesel generators, producing approximately 10 MW of prime power, will allow operation of the final, completed facility at its maximum rated RF power level of 3.6 MW"

This extract is from the HAARP site itself and may (or may not) be closer to the mark. Still 3.6 MW is a LOT of power. It's interesting to note that the facility now has 180 RF antennae as opposed to the original 48.
The pdf (in the weather wars link above) may be slightly alarmist but the author points out areas of the US that seem to have anomolous and "non-natural" levels of seismic activity. The volcanic targets are listed as Mount Rainier, the Yellowstone Caldera and the Long Valley Caldera. The activity is very small, but the net effect is to speed up the geological event of massive volcanic activity on the North American mainland. It also highlights other areas of concern, like the "deliberate" shifting of the Juan de Fuca tectonic plate - again not directly with a single focused EM beam, but slowly with small amounts of energy at a time. These areas are all near, or within effective distance to highly populated places, which is why if one erupts the effects will be felt by many. It would probably take a great deal of energy? I think it is theoretically possible, but not practically.
A good example is storm activity caused by periods of heightened solar activity. There you have proof that you can indeed change the weather electromagnetically.
Could the same thing be done on a smaller scale? I really don't know how much energy it would take to do that. Maybe these people do:
