Has nothing to do with the ozone layer or holes in it. It has to do with the excitment of atoms (and the subsequent drop in energy to their ground state) in the magnetosphere.

Not very likely at those lower latitudes. I think some have been seen as low as Nebraska, but that was after a serious coronal mass ejection (CME).
