I love the fact the most of the above commenters think they know more about water safety than the people employed by the nation's largest provider of water. You would rather have the black balls covering the surface of the water, absorbing photons and preventing them from dispersing in the depths and causing the pollution they observe.

They would probably be using HDPE (same as milk jugs) and those don't leach....much?

I don't buy it. Plus, what happens as the plastic balls decay from the sun shining them all day? Have you ever left a frisbee outside for a month? You can poke a hole through it with your finger because it becomes so brittle.
