Kefka was a lot more diabolical, and had a way better personality. Sephiroth just had a cool sword that impressed the 10 year olds at the time

Hell, Bowser has been a good guy at least once (Mario RPG). Get rid of Bowser and the Nazi's and throw in Ganon and G-Man.

They're usually just faceless soldiers you shoot down. I felt the list was building up, and then Nazis as number 1? Kind of a let down.

He also brainwashed a girl in addition to his other crimes(destroying the world, buring down kingdoms, chemical warfare via poisoning water supplies).
