First of all - it's not Wordpress that is down. RTFA - it's "Error establishing a database connection" - meaning that their connection to MySQL is down. Meaning - that MySQL is the problem... NOT Wordpress.
Secondly - Wordpress is opensource PHP blogging software. Yes, there is a Wordpress.com where you can get a wordpress blog setup and run it on their host - but 99% of the blogs you see out there that are Wordpress blogs are installed and maintained on OTHER hosts. "Wordpress" doesn't kill anything.
The problem here is that he is using a shared hosting plan that has a crappy configuration for the MySQL server. It's not a problem with wordpress at all...
