2. Bowser - Mario Brothers series
3. Dr. Wiley - Megaman series
4. G-Man - Half-Life
5. Linda - Double Dragon (a woman with a whip)
6. Shredder/Krang - TMNT series
7. Shao Kahn/Goro - Mortal Kombat
8. Dracula - Castelvania series
9. "The Wizard" - Karnov
10. Volkmire - Battletoads

I mean, I love FFVII and Aeris as much as the next guy, but Kefka was more villainous, evil and efficient than Sephiroth. And his clowness just make things worse. I mean, how can someone poison a besieged castle and laugh?
Truth is, FFVII is highly biased and people love Sephiroth because he has cool looks. - jasedit, on 10/12/2007, -0/+4I would have to agree. Sephiroth is far too much a pretty boy, and Kefka is certainly much more evil. I mean come on, poisoning a city (and laughing), destroying the world (successfully), and warping the power of three goddesses? There's not much more evil than that (and certainly not an Oedipus complex angsty fan service character).

IGN was right to include a Final Fantasy villain. Problem is, they picked the wrong one. Kefka, from Final Fantasy VI, is clearly the most evil of them all. Sephiroth is certainly more polarizing, as a result of having killed Aeris... but overall, he just comes off so whiny. I never felt terribly threatened.
Also, can we get a little love for Ultima villains? Anyone? The Shadowlords terrified me as a child. Ultima V was the first RPG I ever played, on my Commodore 64, and anytime I showed up in a town where a Shadowlord had taken up temporary residence, I was absolutely consumed with fear for my Avatar's life. Then came the Guardian, who was certainly quite the prick (and definately a bit spooky the way he'd just show up out of nowhere with his big, muppet-like head, and start laughing at you and taunting you).
Finally, for sheer numbers and ability to frustrate, I'm going with The Flood from Halo. - tomakun, on 10/12/2007, -0/+3Yeah anyone who kills espers is pure evil. The problem is that the vast majority of people have never played any FF games before FF7.

- inkswamp, on 10/12/2007, -0/+2Dumb list, but the single most conniving and evil villain in all of video games, IMO, are the rampant computer systems in Bungie's Marathon series. To me, those seemed dreadfully evil and real because there was a complex and interesting story line behind it all. Without that, an opponent is just a computer puppet held up to play Bad Guy. In the Marathon series, you felt like you were personally being affronted by Durandal and Tycho. Weird stuff. I've never been affected like that by any video game, and it's too bad that most game story lines aren't as carefully developed as that in the Marathon series.
