This is a game that borrows elements from every medium Batman has ever showed up in, that just happens to occur within the Asylum. Though I would agree that the most recent iteration of the Penguin wouldn't get himself put into the Asylum, The Penguin of the past was a bit more psychotic.

- Elranzer, on 07/16/2009, -0/+4I don't know how faithful the game will be to the graphic novel, but the novel has quite a few villains in it. Basically, every villain who is considered insane is thrown into Arkham, which excludes the Penguin (crime lord, not insane) and Ra's Al Ghul (impossible to "capture").

Doctor Destiny
Two-Face (Mr. Apollo and Mr. Dionysus)

- coopa, on 07/17/2009, -0/+1As Pugmonkeys said it's not an exact adaptation of Arkham Asylum - so far it appears that the plot of the Joker trapping Batman in Arkham is the same but apart from that there doesn't seem to be much else.
The graphic novel is extremely dark and twisted, and as much about the history of Arkham and it's legacy on the inmates (and staff) as well as the trap the Joker lays.
