That's what I want to know, considering the series started on the PC. Hell I went through 2 PS2s because
Rockstar said they wouldn't release VC, and later SA on the PC, and eventually did, ***** bastards.

Here is the piece that you're missing, Let's say a typical GTA is .......120 missions, but in this new GTA they give you 80 missions and you have to pay for the other 40....
From a business standpoint it's brilliant, because it shortens the amount of time it takes to get games out the door and when the game is a hit, the downloadable pay content is just icing on the cake(instead of making an 8 world mario game, we'll make it 4 worlds and if it sells we'll create 4 more worlds and sell them those too...)
