He could have restricted access to the Internet and given his kid access as a reward or taken it away as punishment. That's what I do with my kids using a Linux NAT and some scripted cron files. I turn their access on/off on a scheduled basis or ad hoc from my pc at work.
An another note... I think too many parents react to what their kids do instead of setting some clear guidelines with clear punishments and rewards.
