So if you wanted the newer Wii with DVD playback im sure you would be able to sell V1 for either the same you paid for it, or a little more (once V1 is no longer sold in stores that is). You could then take that money and stick it right into your new Wii with DVD playback.

But if there is going to be other hardware upgrades like optical output and things like that then I'm willing to pay a little more but I do not want to wait. I wouldn't pay more for the DVD alone only other upgrades that can affect the experience of games made on it in the future.

When I bought a PS2 many years ago it was my first DVD player (in the living room, at least) and this feature was one way of justifying the purchase. However, that was a long time ago and DVD is no longer something new where a console could represent an easy way of getting access to the technology. I would be genuinely surprised if anyone would buy a Wii with the idea of using it as a DVD player unless it is going to be used in a room that does not currently have a DVD player.
