We have voluntary rating system, in the UK it is illegal to sell an unrated film and IIRC even porn has to be rated or it is illegal. In the US you can release anything you want without a rating and movie theaters are perfectly within their rights to show whatever they and and admit whoever they want. Just like it wouldn't be illegal for Wal-Mart to sell Mature games to 10 year olds, they simply choose not too in part to avoid actual censorship by the government.

In fact, I try to make a point to not kill them. I don't have a particular care for the cops either way, but, when you kill cops you get punished, further more its just a pain in the ass to get away from cops.
