They have built up enough hype around Gears 2 and Fable 2 and they don't want an announcement from Bungie taking anything away from those two titles. Why drop a third blockbuster into the mix when they can destroy Sony's line-up and Nintendo's Line-up with two games. Save the Bungie announcement for a rainy day.
