One of the side-effects of pot is that makes you paranoid, so you want to be especially careful NOT to do anything to get into trouble. Cannabis won't help such behavior but it isn't a magical herb that automatically turns a violent armed robber into a peacefull and law abiding citizen or into a magic rasta philosopher.
Also, intoxication wise it is not a terribly potent drug either: it's relatively easy for a chronic user to bypass most of the intoxication effects almost at will.

The law-abiding citizens have no way to defend themselves, and, as usual, the cops are there only to clean up the aftermath, not prevent the crime from occurring.
Think of how much differently things would have turned out had just a few or several of the folks in line carried the personal protection of a gun. Mr. Marijuana's body might be as riddled with holes as his dope-addled brain. Or he might have thought twice about trying the robbery at all since he would have had no idea if anyone was carrying or not.
As it stands, the perp was confident in his ability to freely violate law-abiding citizens, proving once again the incredible ease with which a criminal can obtain a firearm, despite the laws in place for the "protection" of citizens.

Not as nervous as the people on the other end of the gun though. Believeable, but for some reason this story just screams ***** to me.
