Of course it could also be rabidly patriotic if you're a citizen of the People's Republic of China; they DO become the next great superpower at the end.
Even though I thoroughly enjoyed it, World in Conflict could make that list too.
As for the least patriotic games, "Shattered Union" was a recent title where the US breaks apart into several squabbling mini-republics after a contested election (Gore v. Bush?).
