Don't you think they would want everyone viewing their product instead of a competitors. Think Acrobat Reader.

They have nothing to do with designing an operating system. And there are plenty of alternative Operating Systems out there already. Google could care less to compete on an OS, after all, websites are OS independent. I think the entire concept of Google making an OS is more the want of Google fanboys to see Microsoft get owned, and less of an intelligent and well thought out idea.
