The city should be zoned into 3 or 4 regions (color coded?). Parking price varies by region, from free in the outskirts and residential neighborhoods to expensive, in the crowded center area. A driver can park his car in any spot he wishes and then send an SMS with his car number and zone. A bunch of controllers go around the city and scan license plates to check if the drivers paid.
So, if you want to stay for 1 hour or 4 hours, you just need to SMS again for an extension. No ***** coin operated meters. Very elegant implementation using cell phones the drivers already have.
With the old parking meters, you need to specify the duration of your stay upfront. Suppose you need to wait in queue at the bank or the restaurant has a very slow day, you overshoot the time for 1 minute -> immediate punishment. What is this? A "guess your time" game? Put more time that you need -> loose money, put less time -> get a fine? What happened to paying for exactly what you used?

In Europe it is the sender who pays, so people happily sign up to reminder services all the time. I suspect that the carriers will be loathe to change now, but it is very short sighted as there is far more text traffic in Europe.
The crazy thing is, who thought of it? You don't pay to receive phone calls or snail mail, so why text? -
