- Eduard0, on 12/28/2008, -2/+29I went to college at the University of Iowa in Iowa City and the reason this is an issue is because there is a huge bar scene there where underage drinking occurs blatantly. The city turns their cheek b/c they rake in huge amounts of cash through drinking and public intox tickets. It is not a HUGE university but there are 30,000 students and a mere 70,000 city residents so it does cause quite a scene. It is not some random iowa town that is trying to go un-American, it is a college town where binge drinking is rampant and the city makes half ass efforts in making it look like they give a $#|^ when they really dont. They never end up passing any of those initiatives.

My thoughts: Pass whatever laws you want... underage people will drink. That's what college is for. Hell, for an in-state example, look at Ames. Their bars are much more strict then Iowa City. They *should* turn their cheek.

They've consistently shown an inability to work with their denizens, opting instead, legislation against anything that could potentially occur. It'd be nice if they actually looked at their community and conducted studies rather than looking at what everyone else is doing and copying it. One of their council members talked about the smoking ban as a very Parisian thing to do and it's where they got part of the idea.
All they're really doing is encouraging people to drink even more before they even go down to the bars. There are about 50 bars where the students typically frequent and the police go in and cite a couple of people in each place and go on their way to the next establishment. No one goes to jail or anything. The cops leave knowing that half the people in there could have gotten a ticket if they ID'd everybody. They are not very hardcore.

If the council disallows the sale of coupons for alcohol then they'd have to disallow them for food as well or I think they'd be in for a huge lawsuit.

Turns out that there is no right to sell alcohol guaranteed to businesses, they're just putting one more limit on what you have to do to get the privilege of selling alcohol.

However as bars get more strict, you are right. Happy Hour is usually in the around 2 - 7 PM during weekdays and usually includes food specials just to get people in the door at those slow hours. It's just like Jiffy Lube running $10 off for their Early Bird Specials while business is slow. Students are out binging over a hamburger and fries while they eat their lunch.
I attended the U of Iowa when they switched it to the minium age to 19. This is not the first attempt that the city council has attempted these ridiculous bans. In Iowa City, you can go to a bar and as long as you look over 14, get a drink. All bars know checking ID just decreases business and the gov has no way of keeping up with the underage drinking problem.
So, instead of passing restrictive laws banning minors from getting any alcohol (because those are bound to fail), they are trying to legislate away binge drinking. They have already passed laws banning 2 for 1 sales because that encourages people to buy more alcohol (instead bars offer each for half). Now they want to eliminate windows where it is advantageous to consume large amounts of alcohol quickly.
