The other extreme would be each person got sick one year (and only one year) over four years, which would be 100% of the population. Statistically, this is unlikely also, and the most probably scenario is well between the two, with the extreme cases (25% and 100%) being very unlikely.
Secondly, the article mentions "some kind of illness linked to contaminated food". This could be anything including a minor stomach ache, a case of the runs, or full out illness requiring hospitalization.

Then the scare mongering hype driven news media and lawsuit paranoia will ensure anything even suspected of being contaminated has a recall notice issued that you will find out about.

I have been to many third world countries and have never gotten sick from the food because my immune system gets lots of practice. To quote George Carlin "My immune system is equipped with the biological equivalent of fully automatic military assault rifles, with night vision and laser scopes.
