I'm inclined to believe it would take possibly only one generation before results may be seen.It's my understanding that for bugs like the male rhinoceros beetle they are genetically set to get large (largest, best fighter gets the girl) and that their current size is only limited by the space allotted to their lungs.

Dinosaurs were originally quite small ( http://en.wikipedia.org/wiki/Eoraptor ). The adaptation that allowed them to thrive during these low oxygen times allowed them to grow and differentiate when oxygen levels rose.

"... the dinosaurs appeared around the time when oxygen levels were at their lowest at 12%" So, by your own thinking, the dinosaurs STILL should have been smaller. I'm not saying this article (the one you sited or the OP) is wrong, I just think there's a gaping question that they left unaddressed: during one of the Earth's geologically warm periods, some of the largest creatures ever to roam the Earth were walking around.
