Though, I think rules on procreation would be a better idea. Certain level of intelligence and income in order to get a permit. If you have a kid outside of this, it automatically gets taken away. I stopped buying beef and switched to bison with the intent that one day the herds would come back! They used to say you could watch the herds go by for days...
In regards to algae my bision is that there will be glass grain silos where algae will be grown, then tapped off for direct conversion to bio diesel. The ocean bladders sound really incredible though too! What visionaries! That makes them part of the problem instead of the solution. Pseudo-religious social engineering has no place in tackling the problems of mankind.

Sounds like there would be bad side effects. Whiter clouds? Why not? We definitely need experts to decide how feasible this stuff is. All i know for sure is about the political change we need to see first - to keep corporations from doing what GM did to the electric car, and to limit the power of lobbyists such as Exxon who dump millions of dollars annually into propoganda; inciting wars and slack fuel efficiency standards and such.

Though, an intelligence test would be a good start. If you don't know where all 50 states go on the map, can't do basic math (trig/gemoetry/etc), don't know who was in the revolutionary war, and can't say who was the first man on the moon, then no kids for you.
