Pretty big fail when all the article was doing was a brief summary of what the Washington Post tool did and then linking to it.

Western Europe and North America were the primary benefactors of the age of coal and oil, and the primary cause of global warming. Is it fair that Africa should shoulder an equal measure of the cost of fixing the problem and be restricted from using the same fuels that powered the development of the west for their own development?
Obviously this argument can be taken to far. Among other reasons, a development plan based on fuels other than oil and coal is probably a better way to develop now that those technologies are available.
