Secondly, mad props on that honor for Taipei and its famed building, though winning the award would have been a cinched to garner, since it's already the 2nd largest building in the world. :P

I have been on the top floor in the Jin Mao Tower, the third highest building in the image in the Shanghai Tower article. 1.8 million won't even be enough to upgrade the heating and cooling system, much less replace the all the lights, add another layer of glass, vacuum seal it, add a gray water system etc. Maybe they make some upgrades so it's in compliance with the LEED's certification. But 20 million dollar's in returns/year? CO2 promotes agriculture and forests (as plants breathe it), and as such it is beneficial to mankind.
Cars do not emit most of the CO2 emitted by man - power plants do. Therefore, any effort to reduce CO2 must result in a reduction in the amount of power produced, causing higher energy prices. For details on the history of this type of fiasco:

In general, the Earth's climate has always fluctuated (mankind has always adapted or suffered because of it), and at present there are no abnormal conditions. There are times in the past when the concentration of CO2 in the atmosphere was 100 times higher, but even then there was no catastrophic heating. In the past 100 years, the average temperature of the Earth has risen by 0.7 plus-or-minus 1.3 degrees Celsius, which means that it's probably heated up a little, but may have stayed the same or become cooler.
