Also, you can position the power plant downwind of the major population centers whereas automobile emmissions are distributed in much more direct proportion to the population.

We've had charging stations around the SF bay area since (before?) the EV1 -- and that was 13 years ago. The things never get used. They obviously haven't done much to spur electric vehicle adoption.
And it's not like we don't love our "green" cars around here. You can't walk a block without tripping over a hybrid, and I see a Smart almost every day. But electrics are nowhere to be seen -- with the exception of a Tesla once a month or so. If this is going to work anywhere in the country, it's right here. I'm down in Wilsonville so he's not my mayor, but we love Portland and have really been unhappy with how the city wants to spend all this money to bring in MLS and build a new stadium for the AAA baseball time.
