It was when they went from completely uncapped broadband to 3gb max overnight. 500mb was routinely advertised as being a massive download limit to suck in noncomputer literates until they brought in some laws.
Its not that bad now but still fairly crap, 20gb is about the average max and the seeds are 1.5mbit minimum and often 11mbit or 28mbit thanks to adsl2, fortunately a lot of the plans now shape your speed to 56k modem speed when you go over rather than charge.
Look at the plans here (assuming digg doesn't screw the long url up) The excessive charge ranges from $2 to $180, how the ***** can they get away with charging $180 for a single GB on a plan that is $40 for 15gb. 1gb over and you are paying 4x the cost of the 15gb plan:

Later in the evening new messages update the viewer on the status. "Rolling black outs" is what they call the power failures that occur on purpose for hours all over the country.
It seems the shortage of electricity is due to a lack of planning in the national Eskom. It takes them years to reactivate the moth balled surplus power stations - never mind building new ones.
