Volume production decreases the price of solar. (think silicon wafers/computer chips and the consumer electronics sector)
Someone always pays for those $20,000 plasma screens when they first come out but then volume drives them to $1000.
Solar is the same way. Government only needs to subsidize this industry for about 3-4 years before economies of scale and competition drives the price down per watt.
Evergreen Solar can produce a silicon panel at $2.65 per watt.
First Solar can produce thin film at $1.30 per watt.

As a Pennsylvanian, I have absolutely no problems in saying "***** you".
Who the hell are you to say that I should be *further* taxed so that stuck-up, "hey, look at me with my electric vehicle because it makes me LOOK like I care for the planet" types can get a rebate, meanwhile I have to pay more for the fuel in my 35 MPG Ford Focus that I purchased **BECAUSE** it gets 35 miles per gallon? Why don't I get a rebate because I bought a fuel efficient car? Why don't I get a rebate when I keep my car's maintenance schedule so that it continues to get that kind of mileage? Why don't I get a rebate because I keep my tires properly inflated?
Oh, and by the way the electricity for powering your oh-so-precious electric vehicles is probably not a clean source as Pennsylvania's primary source of electricity comes from COAL, seeing as how we have a ***** o' coal in them thar Appalachians. Thank God I live close to the Ohio border. - qwertydvorak, on 07/11/2008, -0/+2$650 Million is a drop in the bucket that won't make much of a difference. one coal plant can cost over $2.5 billion to build. the taxpayers are going to pay 1/4 the cost of a coal plant to produce probably as much electricity as 1/8 of a coal plant.

And Pennsylvania is second to only Illinois (If I remember) in number of nuclear plants as well. There was talk about expanding the number of coal plants in the state as well a few years ago. We've always been eager to expand our energy sources.

- nmessick, on 07/11/2008, -1/+2I live 30 minutes from Harrisburg so we hear whats going on down there every day. That program was NOT PAID FOR. He took out a loan for $650 mil to give away. We'll end up paying double that over the years in interest. Fool.. this stuff is not free. Ed Rendel has been a disaster for this state, this kinda stuff is the reason why. I'm all for alternitive energy but this is not the way to do it.
If you know this guy, we just got gambeling in PA as well. The cover was that it would reduce property taxes. In the two years it took them to get the program up to speed, taxes had already incerase well beyond any relief that this would bring. Everyone things the underly reason was corrupt. Eddie had people who wanted to own Casinos so he pushed it though, sure did not make sense for the residents of the state. I don't doub this is any different. This is irresponsible spending of money the state doesn't have. "Sen. Gibson E. Armstrong, who heads the Senate Appropriations Committee, said he expects a deficit at the end of the fiscal year of between $800 million and $1.2 billion."

The wind energy being put into PA is poorly sited and is a travesty to the environment. Birds traveling across the ridges are being killed by the turbines and forest habitats are being destroyed to put up the giant turbines. Commercial wind energy is not the answer to the energy problem. It needs to be well sited in a localized and specialized way.
Our environmental science teacher did a whole unit on wind energy and how it just doesn't solve the energy problem. He told us that the power output of wind energy contributing to the energy problem is like spitting into the ocean to make the water level rise.
Read up on wind energy and be skeptical about it. Just because it's advertised as green does not make it green.

Phase in a 5% gas tax used exclusively to issue rebate checks for purchasing an electric vehicle, or converting an existing vehicle to electric power.
