The minute you stick a motor on a bike it most likely falls under "motorized vehicle" laws, and as such is required to be licensed, and registered, and go through safety testing and ***** like that. This fellow probably just screwed himself because now he's no longer under the radar and the regulators are gonna shut him down. If that happens I hope the news station which interviewed him interviews the politicians and embarrases them over it to get the law changed, but I wouldn't hold my breath for that.

I'm not saying that charging from the grid is definitely not the efficient way to go, just that I'd like to see a very thorough comparative study of different energy transfer methods from beginning to end showing results like C02 emissions per mile, cost per mile, and unbiased feasibility analyses before we all go swapping batteries ( http://projectbetterplace.com/ ).
