Most Indians would be downright uncomfortable, to say the least, with the idea of actually *killing* dogs to get them off the streets. The wild strays are a bit of a problem, but no one wants to *kill* them, just ... make them ... go away, somehow. In one town, the Jain population built a building to house the dogs, thereby getting them off the street. They actually hired a cook and caretaker to ensure the dogs would be fed and have a reasonably decent existence, till they finally expire of old age.

Rabies is spread by bites from rabid animals.
Reducing population density through sterilization slows the rate at which rabies spreads.
Reducing population of dogs and the rate at which a disease spreads through them reduces the risk that it will be transmitted to humans.
Rabies is a terminal disease.
Dogs do not ***** rabid dogs.
It would be pointless to sterilize a rabid dog.

The dogs *****, and then in 6 months you have 6 more dogs that you need to stumble upon and vaccinate. Research has shown that vaccination and sterilization make it a lot easier to control the spread of the disease.

So he's had to fight off dogs and kill a couple to set an example. It's not difficult because they've been starving their entire lives, but it's necessary to avoid getting bitten.
He's not the type to brag about killing things. He doesn't like doing it, and I don't think he gets any points for it. Since he has no religious qualms about killing, he has to kill 3 or 4 every time he visits his family over there. At one point he dropped a cinder block on the head of a dog that was running at him and had to finish it off with his feet.
Pretty scary stuff. Of course, he's pointed out that for every feral dog there's 3 "cool" ones. but there's so many it's still an actual danger where his family lives. -
